Job Title: TEACHER - ENGLISH LANGUAGE DEVELOPMENT (ELD) FACILITATOR

 

POSITION SUMMARY

 

The job of English Language Development (ELD) Facilitator is done for the purpose of coordinating the implementation of services for English Language Learners (ELs) in the building(s).  The facilitator will be the chief liaison between team members providing various services to these students, school and district administration, family members and the community at large.The ELD Facilitator reports to the Principal or Designated Administrator and does not supervise any employees.

 

ESSENTIAL RESPONSIBILITIES

 

• Advocate for best practices in program model and current methodology for EL program needs for the purpose of ensuring equitable, quality instruction in compliance with federal regulations particularly with NCLB regulations.
• Assist other teachers for the purpose of implementing EL curriculum.
• Collaborate with school personnel, parents and various community agencies for the purpose of improving the quality of student outcomes, developing solutions and planning curriculum for English Language Learners.
• Communicate with school and district staff, and with the larger community for the purpose of informing them of ELD issues and services.
• Complete new student intake including home language survey; parent interview when possible ; language proficiency testing; review academic records from sending school.  Obtains signed Parent Waiver forms for all students placed in TWI for the purpose of determining appropriate EL student placement.
• Coordinate transition procedures between classes and schools for the purpose of appropriate placement and student transition within the ELD programs.
• Coordinate placement testing for the purpose of assessing all incoming students  annual Woodbock Munoz testing and assist in annual State ELPA testing, English and/or Spanish.
• Create or review and recommend new or modified materials for the purpose of developing Spanish components for existing English curriculum units to ensure equity of instruction between languages.
• Determine State test administration profiles for the purpose of EL student participation in grade level benchmark testing and in test preparation courses.
• Develop curriculum/language support for content enhanced classrooms and other mainstream classrooms with EL populations or TWI for the purpose of implementing appropriate instruction.
• Establish leveled groups for ELD instruction for all qualifying EL students for the purpose of instructing EL groups as needed.
• Maintain database of language proficiency scores, reading level placement, standardized achievement test scores, etc. for the purpose of appropriate placement and instruction and required record keeping for State reports for all EL students and English dominate TWI students.
• Manage student behavior for the purpose of providing a safe and optimal learning environment.
• Model appropriate English communication for the purpose of developing students’ ability to communicate effectively in the English language.
• Participate in Building Site Council and District EL Facilitator meetings for the purpose of ensuring quality continuity of programs K-12.
• Plan programs to assure high quality class availability for the purpose of meeting the needs of students at various levels of English proficiency K-12.
• Provide instructional leadership for Spanish literacy and English language development instruction for the purpose of curriculum/language support for content enhanced classrooms and mainstreamed classrooms where appropriate.
• Provide ongoing support through model lessons, team-teaching, observations and feedback, and staff development for teachers and instructional assistants for the purpose of assuring appropriate, intentional instruction for EL and TWI students and keep staff current with best practices.
• Report incidents (i.e. fights, suspected child abuse, suspected substance abuse, etc.) for the purpose of maintaining personal safety of students, providing a positive learning environment and adhering to education code, administrative and/or school policies.
• Support EL Instructional Assistant for the purpose of establishing schedules and responsibilities based on school-wide needs; providing training for language survey testing; monitoring student progress, planning parent meetings and promoting cultural awareness.  Working with EL Outreach Liaisons to monitor student progress, address dropout prevention.
• Assist other personnel as may be required for the purpose of supporting them in the completion of their work activities.

 

Since the ELD Facilitator is also responsible for instructing students directly, the following responsbilities also apply to this position:

• Provide instruction predicated on course goals and objectives
• Develop and communicate appropriate progress grading standards to students
• Establish written grading standards that are clear and incorporate a variety of graded activities
• Assure that grading standards are explained, understood by the students, and available to parents
• Develop and maintain positive interpersonal relationships
• Model personal behaviors of honesty, fairness, courtesy and consideration
• Maintain a cooperative relationship with administration staff, students and parents
• Communicate with parents, counselors and students
• Communicate with classified, licensed and administrative staff
• Instruct and direct assigned instructional assistants to maximize delivery of instructional services

• Provide documentation of student progress
• Provide timely and accurate feedback/documentation to students and parents
• Maintain appropriate records of student performance
• Assign and check homework and provide feedback, when appropriate
• Keep parents and teachers informed though written and oral communication
• Build motivation and interest in learning
• Exhibit personal interest and encourage student interest in the subject area
• Maintain a current awareness of literature/activities in reading
• Maintain an ongoing personal program of professional growth and development
• Develop and implement annually an approved plan for professional growth and development
• Identify and request to attend professional workshop activities intended to increase the teacher’s instructional effectiveness
• Participate in District sponsored inservice offerings appropriate to assignment
• Perform other related duties as assigned  by the principal and/or superintendent
• Perform duties in accordance with District policy and terms set forth in the negotiated agreement
• Assist in the enforcement of school and District rules and policies
• Assume a share of responsibility for non-classroom student activities with the assigned workday

 

OTHER RESPONSIBILITIES  

 

• Maintain consistent and predictable attendance to meet the requirements of the position
• Perform other duties as assigned

 

MINIMUM QUALIFICATIONS  

Education and Experience Required

• A minimum of a Bachelor’s degree in an appropriate field of education
• Bilingual (English/Spanish)
• Competence in teaching English Language Development
• Experience providing and conducting staff development

Skills

Knowledge

• Knowledge of age appropriate teaching methods, state curriculum framework, education code
• Knowledge of Guided Language Acquisition Development (GLAD)
• Training and experience in Sheltered Instruction Observation Protocol (SIOP)
• Concepts of Spanish grammar and punctuations
• Knowledge of State of Oregon ELP standards

Licenses, Certifications, Bonding, and/or Testing Required

• Holds an appropriate license from Teacher Standards and Practices Commission in the State of Oregon and and English to Speakers of Other Languages (ESOL) endorsement for the required grade level.
