Job Title: HUMAN RESOURCES SPECIALIST
Classification: CONFIDENTIAL/SUPERVISORY
POSITION SUMMARY:
The job of Human Resources Specialist is done for the purpose of ensuring that personnel procedures conform to district policies, state and federal laws and regulations. This position supports the Human Resources department and Director in hiring, recruiting and onboarding of all new employees; monitors the licensing process for licensed positions and the qualifications for classified staff; leads and tracks many personnel programs and processes for various staff in the district. This position does not supervise any employees and reports to the Director of Human Resources or designee.
ESSENTIAL RESPONSIBILITIES:
- Compose documents (i.e. correspondence, information for the Board meeting, negotiations, minutes, reports, etc.) for the purpose of communicating information to school and district personnel, the public, State officials, etc.
- Conduct efficient and effective operation of the office, including maintaining and ordering equipment and supplies, answering phones and taking messages, responding to inquiries, providing information, and referring staff and visitors.
- Maintain a secure filing system for department business, personnel files, and a database on all employees and respond to related inquiries.
- Processes position vacancies and manage employment applications and hiring procedures and documentation.
- Onboard new employees and complies with all new hire requirements.
- Prepare and process employment and extra-duty contracts, and contract renewal notices.
- Maintain record of employee salary schedule placement and education credits, and processes column advancement.
- Prepare materials, schedules, and provide support for employee recruiting activities.
- Maintain an appointment schedule for the Director.
- Assist the Director with preparation, formatting and processing of correspondence, reports, employee notices, and other documents.
- Notify employees of license renewal timelines and maintain records of teacher and administrator license and expiration dates.
- Track licensed staff assignments data relative to licensure status.
- Process all personnel actions.
- Maintain District computer based evaluation system.
- Prepare report of employment status changes for monthly Board packet.
- Tracks and assists with student teacher placements in the district.
- Maintain records of mandatory employee training.
- Maintain job descriptions.
- Processes all requests for tuition reimbursement and conference reimbursement.
- Process all OFLA/FMLA leave documentation and correspondence.
- Prepare benefit summaries and insurance rate sheets for the district website.
- Create and update district forms.
- Process verification of employment requests.
- Create and maintain salary schedules.
- Create and manage sick leave banks.
- Create district calendars.
- Provide information to district administrators and auditors as requested.
- Create and submit reports as required by the Director.
- Assist the Director in correctly interpreting and applying employee agreements.
- Attend bargaining sessions, prepare meeting minutes and update and maintain bargaining documents.
- Attend various meetings (i.e. State Association Meetings, training, etc.).
- Collaborate and work with outside agencies including but not limited to: Teacher Standards and Practices Commission, Oregon Department of Education, colleges and universities and community organizations.
- Maintain and update the Human Resources page on the district website.
- Enter and update employee information in the Human Resources information system.
- Perform staffing functions which may include staffing assignments, change in statuses, issuing contracts, licensing, salary placements, and processing retirements, resignations and leaves of absences.
- Assists other department staff when needed to ensure timely completion of specific department tasks.
OTHER RESPONSIBILITIES
- Assists other personnel for the purpose of supporting them in the completion of their work activities.
- Maintains consistent and predictable attendance to meet the requirements of the position.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Experience: Prior job related experience paid or volunteer, preferably in schools. Payroll and budget experience desired. Familiarity with managing personnel records and files desired. Knowledge of Teacher Standards and Practices License requirements, desired.
Education: Minimum of a high school diploma or equivalent.
Skills: Operation of a computer, standard office machines, telephone and other technology equipment. Excellent interpersonal skills. Excellent oral and written communication, including correct use of grammar, punctuation and spelling. Excellent secretarial/clerical skills, including typing, filing, organizing and basic arithmetic calculations. Demonstrates computer skills using spreadsheets, databases, word processing and other pertinent applications. Demonstrates organizational skills for effectively managing multiple tasks and priorities. Effective teamwork and collaboration techniques. Skills in leadership and facilitation including problem solving and conflict resolution.
Abilities: Work harmoniously with others. Ability to maintain the integrity of confidential information and ability to respond sensitively to all Human Resources questions and personnel matters. Ability to exercise appropriate judgment in the course of daily work. Work and communicate effectively with students, parents, and school personnel from diverse cultures or backgrounds in English, Spanish, or other languages related to the job. Work independently without supervision, and with minimum oral/written instructions. Ability to use tact, courtesy and good judgment. Ability to sit and/or stand for prolonged periods, understand and carry out oral and written instructions, meet schedules and deadlines, read/interpret/apply rules, regulations and policies. Ability to work with accuracy and attention to detail. Ability to prioritize and work on multiple tasks at once. Ability to research and problem solve.
Continuing Education/Training Clearances: Pre-employment criminal justice fingerprint clearance and criminal background check. Possess a valid Oregon driver’s license.
